On the basis of the current survey it is possible conclude that American and Estonian appraisal systems of the academic staff have several similarities and differences.In American higher education institutions the appraisal system has a long tradition and certain rules,some general criteria and principles of evaluation are similar in different institutions despite are they private or state ones.At the same time appraisal systems in Estonian universities are still rather basic and unified appraisal systems do not yet exist and each institution/unit uses their own appraisal system.The authors state that there is a long way to go by personnel departments in Estonian universities to work out the most important common criteria for faculty members’ appraisals.The current study would help to accelerate the development processes and provides comparative material with American universities in the field.As there were studied only 4 higher education institutions in Western New York (all together eight experts) then certain limitation should be taken into account generalizing the results
根据目前的调查可以得出如下的结论:美国和爱沙尼亚对学术人员的评价制度的有几个相似点和不同点.美国高等教育机构的考核制度历史悠久,有一定的规则,无论对于私立还是公立办学机构,其一些一般性评价标准和原则是相同的.与此同时,爱沙尼亚大学的评价制度则是相对基本的,并没设定统一的考核制度,不同的机构有各自的考评制度.在此笔者指出:对于爱沙尼亚大学的人事部门来说,还需要相当长的一路短要走才能制定出一系列重要的学术人员考评细则.目前的研究有助于促进这个领域的发展,并且对在这个领域的美国大学也提供了对比性材料.另外,由于本研究只涵盖了纽约西的4所高等教育机构(共8名专家),所以研究结果具有一定的局限性.
