近年来,公众参与式规划结合城市历史街区环境改造必定是未来发展的一种趋势.这种新机制并不局限于个人对一部分社会活动的直接参与,而更加强调开放式的,自下而上与自上而下双向运行的社会网络,它使街区每个普通人可以在参与的过程中既使自身得到发展,又成为对整个街区发展负有责任的一分子.本文首先对西方国家和我国公众参与理论和实践进行综述研究,分析出我国目前公众对城市规划的参与总体尚处于初级阶段.针对这一状况,课题组在桂井社区开展实证研究,并就研究过程中遇到的困难,进一步分析此类规划公众参与不足的缘由.最后通过实践结合理论对公众参与历史街区环境改造进行总结和展望.
