2.It does not matter which foreign bank you use to open DLC,this financial instrument must be CONFIRMED.This is the normal practice of International Trade.Otherwise,the Seller has to send all the negotiating documents to ABN AMRO Bank,Shanghai for discounting.If the DLC is confirmed by the corresponding bank appointed by ABN AMRO,Seller can negotiate the DLC through the corresponding bank;
3.To issue the non-operative 2% PB,the Seller can consider but definitely not with the POP.The POP has to be bank-to-bank.The Buyer has to show through bank-to-bank that he has the fund to purchase the oil and the Seller's bank will show the POP to Buyer through the Buyer's bank.This is the usual procedure.No seller,as far as I know,will send the POP to buyer with-out knowing whether the buyer has the money to transact;
4.Seller can show you the draft copy of the PB if the buyer agrees to item (3).
