一般情况可以互换，以下情况不行：

1、 先行词是all, everything, anything, little, much 等不定代词时。

2、 先行词被all, any, every, each, much, little, no, some, few等修饰时。

3、 先行词由形容词最高级和序数词修饰时
This is the best film that I have even seen.
4、 先行词指人又指物。
We talked about the person and things that we remembered.
5、 先行词被the only, the very, the first, the last 等修饰时。

6、 句子中已经含有who或which 时，为避免重复。

1、 在非限定性中，用which 指代物，用who, whom指代人

这2个题是连接词做从句的介词宾语，而且介词又提前了的情况。
做这类题你要尝试把从句按照主谓宾的顺序整理一下，看缺少什么成分什么介词
第一题：从句的句子是the Olympic Games are the greatest （of the games），所以，缺少了of 和先行词做介宾短语。Games做先行词，用连接词which代替，就有the Olympic Games are the greatest of which，of which再提前去引导从句，所以本题答案是C.
