1、as...as之前既可以是be也可以是一般动词，eg:
He doesn't study as hard as his sister.
This book is as intresting as that one.
2、可以用例句说明第二和第三个问题
Animals have the same rights as human beings.
He is about the same size as that man over there.
His answer is exactly the same as Jones's.
可以看出词组前的动词由主语决定，可以是be或者其他；词组的结构形式两种都可以。

Electromagnetic waves travel at the same speed as light.
Electromagnetic waves travel as fast as light.
This room is as big as that one.
Your room is the same size as mine.
He doesn't study as hard as his sister.
