这是一种跟在形容词后面的句子,也叫宾语从句that 和if 都能引导宾语从句,但是有差别哦
that是不做成分和没意思的,可以省,if 不做成分,但表示是否的含义,不能省
i am not sure if he will come我不确定他是否会来
i am sure that he will come 我确定他会来
（that 在肯定含义和否定含义的句子中使用,表示疑问的都是用if 和whether）

再答： 如果你要从语法看：那也不能选，这种归类于固定句型 （从句子意思来看，比如我怀疑，我不确定，就用if 和whether） 在英语中有些固定句型可以看出：比如 i doubt whether/if （我怀疑） i have no doubt that（我不怀疑）
