当许多欧洲城市面临着由于汽车造成的噪声和空气污染日益严重的状况时,1998年9月22日,法国一些年轻人最先提出“In town,without My car!"的口号,希望平日被汽车充斥的城市能获得片刻的清净.
这个主张也得到都是居民的热烈支持,成为全国性的运动.法国绿党领导人、时任法国环境部长的多米尼克*瓦内夫人倡议开展一项“今天我在城里不开车”活动,得到首都巴黎和其他34个外省城市的影响.当年9月22日,法国35个城市的市民,自愿弃用私家车,是这一天成为“市内无汽车日”.在9月22日这一天,有些城镇限制汽车进入,只允许公共交通、无污染交通工具、自行车和行人进城.这个让城市得到片刻喘息的运动很快席卷了欧洲.
一年后,1999年9月22日,66个法国城市和92个意大利城市参加了第一届“无车日”活动.2000年2月法国首创的无车日倡议被纳入欧盟的环保政策框架内.短短的几个月时间,欧盟的14个成员国和其他12个欧洲国家决定加入欧洲无车日运动.截至目前,据不完全统计已有37个国家的近1500个城镇参与其中.现在越来越多亚洲和南美洲国家的城市也开始推广这项活动.

毋庸置疑,车的出现是社会的一种进步而“无车日”并不是要禁车,而是来用这一日引发人们的一些思考,能不能换一个更节约更环保的方式来生存和发展.让人与车、车与自然及人与自然的关系更为和谐!
