摘 要：随着中国加入WTO以及经济全球化的发展,转变政府职能不但是促进我国经济发展方式转变的需要,同时实现由经济建设型政府向服务型政府转变的需要,更是统筹城乡发展的重要保证,从而有利于有效化解各种社会矛盾.当前,我国已在政府职能转变方面取得了历史性的进展,初步建立了与经济社会发展相适应得社会主义新型政府,积累了丰富的经验.同时,在实践中暴露出诸多弊端,如微观管理过多,宏观调控不力,行政性分权陷入恶性循环等.当下,我国政府职能转变必须要围绕构建服务型政府展开建设.

　　Consideration on the Transformation of the Government Functions of China
　　Abstract:As China's accession to WTO and the development of economic globalization,transforming government functions is not only a need for promoting the change in China's economic development way,but also a need for realizing the transformation from the economic development-oriented government to the service-oriented government,especially is the important guarantee for overall planning urban and rural development,which will benefit to effectively resolve various social contradictions.At present,China has made historic progress in the transformation of government functions,the new socialist government which is compatible with the economic and social development is initially established,and rich experience has been accumulated.In the same time,many problems are revealed in practice,such as excessive micro-management,poor macro-control,and administrative decentralization entering into a vicious circle.Consequently,the transformation of government functions in China must be carried out around service-oriented government.
