【摘要】本文首先引入了自然垄断的理论及政府管制的理论的了解,介绍了自然垄断理论的发展演变,及政府管制的界定与适用范围.为后文做好理论铺垫.第三部分介绍了我国自然垄断行业的发展概况,指出了现阶段自然垄断领域普遍存在低效率、寻租和分配不公以及损害消费者利益之问题.第四部分分析了我国自然垄断行业政府管制出现问题的原因,并对这些原因作出了总体评价.本文的第四部分介绍了美国管制自然垄断行业的经验,对于我国的改革很有借鉴意义.第五部分也是本文的重点,提出了完善我国自然垄断行业的政府管制的政策建议.其中包括增强管制机构的独立性,推行产权制度改革等建议.最后一部分是对本文进行的总结.
我国自然垄断行业政府管制存在很多的问题,通过对其进行深入研究,探讨改革对策,逐步实现政企分离,完善相关的法律制度、建立独立的管制机构,建立社会参与和监督机制,推进产权制度改革等,使我国自然垄断行业的政府管制朝着从计划经济时代的部门管理向市场经济时代的现代政府监管方向发展,逐步迈向政府治理体系的现代化,实现我国经济的腾飞.

[Abstract]This paper introduces the natural monopoly theory andgovernment regulation theory, introduces the development of natural monopoly theory evolution, definition and government regulation and applicable range. The theoretical basis for the.The third part introduces the general development of natural monopoly industry in China, points out the problems of low efficiency of natural monopoly, rent-seeking and unfair distribution and harm the interests of consumers of theproblem.The fourth part analyses the government control of naturalmonopoly industry in China, the causes of the problems, and make the overall evaluation of these reasons. The fourth part of this paper introduces the natural monopoly industry Americacontrol experience, for the reform of our country is very useful. The fifth part is the focus in this paper, proposed the government control of natural monopoly industry in China to improve the policy suggestions. Including strengthening the independence of regulatory agencies, carry out the property right system reform proposals. The last part of the paper is tosummary.
