第三楼感觉理解有点到位了，但是making of them中的them是指代什么呢？枪还是炮兵？

炮兵不惜一切代价把机枪保留起来,并以此为豪,尽管从战略上来看,这是一种荒谬的做法.（hang on to 的意思是“保留、保存”; at any price:不惜一切代价)
making of them中的them是指代炮兵,从字面看来似乎是说使他们成为荒谬,但事实是指他们的做法.翻译有时要灵活变通,不能直译就要意译.
