摘要：社会保障是我国政府为全体国民因各种原因而失去收入来源、生活贫困时,向他们提供的生活保障.对城乡居民进行强制性的社会保障也是公共财政的基本职能之一.我国目前正在建立的社会保障制度主要限于城镇地区,尽管从1991年开始在经济较为发达的农村地区进行商业性的社会保障制度改革的试点,但真正意义上的社会保障制度在农村地区仍是一个空白,随着农村市场经济的发展,建立农村社会保障制度非常必要,建立农村社会保障制度已成为当前社会的客观要求.那么在我国目前现阶段的农村社会保障制度还未完全建立和完善的初级阶段,如何搞好农村现阶段社会的保障制度呢,本文立足中国国情的实际,初步探讨了我国农村社会保障制度建立及完善的重要性,存在的问题及对策.
