我国人口老龄化带来的传统家庭结构的变化及其功能的减弱,导致家庭对老年人的照料减少,影响了老年人的晚年生活质量.空巢老年人的患病问题、无人照料问题、精神慰藉问题使家庭养老面临困境.而与老人们生活密切相关的社区在养老方面具有其独特的地域、物资和人力优势,社区养老服务作为一种新的家庭养老辅助方式,在我国部分城市已逐渐实行.但是目前由于社区养老服务的发展不完善,仍存在着诸如老年人日常生活照顾不足、医疗保健网络不健全、社区资源利用不充分等问题.针对这些问题,本文在比较了国外和发达地区的社区养老模式之后,从加强政府的主导作用、建立通畅的投资渠道、开发和培养专业的社区服务人员、提高服务的专业化水平等几个方面提出了完善我国社区养老模式发展的意见和建议.

The problems of disease , lefting themunattended, spiritual succour by empty-nested elderly people make family support for the aged is faced with dilemma .While the communitis which are closely related to elders life have their unique preponderance of district,materialsand labour power, community service for aged as a new alternative of family are Gradually carry out in most cities in our country.But because of the faultiness of communtiy service for aged ,it still exist some problems like neglecting to daily life,imperfect of health care network,inadequate use of community resources.Aim to these problems,after compare the differences between developed region in abroad and community service in this article,it came up with some suggestions in aspects of strengthening the leading effect by government,building the free-flowing investment channels,exploiting and nurturing professional staffs in community ,improving professional standard of service to consummate the developing model of community service for aged.
