为什么agree to 的to 是介词?
不能一概而论.
agree to 的to 是介词,只是其中一种情况,后面接plan,proposal和suggestion 等名词,做介词to的宾语.如：I don't agree to Tom's proposal；
但agree to 的to 还可以是不定式的标志,做成短语 agree to do sth.如：I agree to have a picnic this weekend.

再答： 并不是说，凡是动名词的复合结构，就一定要介词。及物动词的后面，也可以用动名词的复合结构的。但你要清楚，“名词或代词+doing”动名词的复合结构中，“名词或代词”其实是“名词或代词's”才对的。你的这个句子，Mary and her mother coming 规范的表达其实是 Mary and her mother‘s coming ，只是在不正式使用中，用宾格代替了所有格而已。
