求英文翻译：在21世纪的今天,随着我国日益强大,给我们的经济发展带来了巨大的机遇.经济蓬勃发展的同时,各项基础设施进入大规模的建设阶段.工程项目的投资巨大,建设期较长,其投资和建设期的控制,是工程项目控制的关键.但是我国由于长期受计划经济、控制手段和方法的影响,工程项目的大部分都是在成本超支、工期延长的情况下完成的.因此,如何在计划成本内或以最低成本,在规定的时间里完成能够满足要求的项目建设,是当前工程建设活动中需要关注的重要问题.
在工程项目成本控制的全过程中,一旦项目做出投资决策,控制项目成本的关键就在于设计阶段.然而在实际工作中,由于对设计阶段成本控制的轻视,以及对设计阶段成本控制的方法和制度缺乏深入的研究,造成了诸多建设过程中成本失控的现象.

At the presence of today,in the 21st century,as our nation is growing stronger ,we are meeting great opportunities in the econominc development.keeping pace with the vigorous development of the economy,diverse infrastructure is entering into a stage of large-scaled construction.Due to the large investment of the engineering projects and long-term consruction ,it is a critical part for the engineering projects to control the investment and time used for construction.Whereas,a majority of the engineering projects were finished in the situation where costs were beyond as planned and finishing dates were extended due to the long-term effect of planned economy and controling means and related methods.Thus,it is an important issue that worths concerning in the engineering projects constructions currently about how to complete the projects constructions that meet requirements in planned time with planned costs or costs as low as possible.
In the whole process of controling the engineering projects constructions costs,the moment the policy desicion of investment is made,the critical part of the cost-controling is the stage of design.However,in the practical part of work,the fact that the cost-controling part is despised and the methods and rules lack in-depth research cause the phenomenon that in various constructions ,costs are not under control.
