receipt是receive的名词形式,所以是指状态.
regarding就是regard（v）的动名词,regard同时也可以是名词.所以有了上面那么多的变化.都是“关于”的意思
具体例子比如说,In regard to your request for information,I regret to inform you that I am unable to help you.

另外还有一个in reference to/with跟regard差不多的.
它们没有什么大区别,只是形式不同（英语就是这样）.你如果要学商务英语写作,可以看看剑桥商务英语的写作的资料.学完就全都会了.
