To the Editor:
A. M. Rosenthal (column, Oct. 18) asserts that ''the majority of Americans agree with Mr. Clinton's positions on a range of issues personally important to them and reject Mr. Dole's.'' But Mr. Rosenthal neglects the issues that pertain to the role of the President and the future of the Government. For example, 83 percent of the American people support a balanced budget amendment to the Constitution; two of every three Americans think they pay too much in taxes; 71 percent support reducing funds for all Government agencies.
The problem facing the Dole campaign is Bill Clinton's ability to mislead the voters about his real positions on these issues. That is why the character issue is so critical to the success of Bob Dole's campaign.
