When a chemical incident occurs,a chemical or a mixture of chemicals can be dispersed into the air,water or soil surrounding the incident site.Regardless of the type of release,citizens residing in areas surrounding the incident and the environment in the vicinity of the incident will likely be affected.Uncontrolled releases of chemicals can result in severe impacts to both human health and to the environment.In order to respond to the needs of the citizens and the environment during and after a chemical release,members of the public health community,such as emergency responders and public health officials,will be required to implement a course of action to minimize the impact of the incident.In many cases,chemical incidents are acute events and require the coordination of many different agencies.By having the various agencies properly prepared and coordinated,valuable time can be saved during an incident.
The goal of this policy document is to introduce the topic of public health management of chemical incidents and emergencies to policy makers at the national and provincial levels of government and to provide guidance for tasks that can be accomplished to prepare for a chemical incident.By preparing for an incident,the public health community will be able to mount a timelier and appropriate response to an unintentional chemical release.
The document is logically structured into three main sections that deal with planning and preparedness,tasks to perform during a chemical incident,and finally methods to learn from incidents and near incidents.These three sections broadly describe the main aspects needed for a public health response to a chemical incident.This document is not intended to be a complete reference guide,instead the document provides general concepts,and provides direction to resources that provide further detail on specific aspects.By using this document,the public health community can develop the tools to increase the capacity of the existing public health structure to respond quickly,efficiently,and effectively to chemical incidents.
