是不是只有regret not doing sth.而没有regret not to do sth.
就是说.后悔没做某事就是regret not doing sth.
eg.
Lily regretted ___ to Mary's birthday party last Sunday.

regret to do sth. 很遗憾地要去做某事...（事情还没有做）
eg.I regret to tell you that you can't pass the examination.

regret doing sth. 很遗憾/后悔做了...（为已经做过的事而感到...）
eg.I regret disturbing yo so long.我很抱歉打扰了你那么久．
regret not doing 后悔没做某事
