我的回答：Well,i think the most obvious change is the increasing number of cars.With the rapid development of economy in my hometown,more and more people become have conditions to own private cars.But it causes more traffic jams than ever before.

1、问题的题眼是some recent changes（注意,不是一个变化）,因此你需要针对这一点首先作出应答,如先说 there are many changes recently,such as …,接下来再用你的这段话作为重点举例.
2、become have conditions 是中式英语,因为一句话出现了两个没有语法关系的动词become 和 have.
你的意思是想说“变得有条件”,其实可以变通为“能够买得起”,可以改为 more and more people can afford to own their private cars 或more and more people have their economic capability to be able to afford to own their private cars
