In the month of November 2009,an uncommon snowstorm had successively attacked China’s north and north-western regions,as well as some cities in the south.Looking back at the whole coping process of the crisis,the relevant departments of the government’s pre-alert warning was timely and the response was effective,while the social forces had also played an irreplaceable role,and the capability of crisis management of the whole community had withstood a severe test.,

Based on the meticulous investigation of some of the stricken cities in Hebei,Shanxi,Anhui and Henan Provinces,this study analyzes the role of social forces in contingency management and its existing problems,and it also discusses the development direction of social forces’ contingency management within the theoretical framework of ‘poly center treatment’.
