［摘要］本文以政治体制的视角研究苏区精神,认为： “建政立法”也是苏区精神的内涵之一,而且是苏区精神中的一项重要内涵.本文的篇章结构是：A.对“建政立法”也是苏区精神内涵的探讨动因B.在民间和学术界苏区精神内涵确定的四项依据C.“建政立法” 内涵之说可得到上述四项依据的支撑D.“建政立法”不但是苏区精神内涵之一而且是主要内涵E.“建政立法”这一苏区精神客观上已经影响到中华人民共和国的开国F.从“精神”的词义去看“建政立法”能否与已熟化的苏区精神内涵合流.
注释：本文所论“建政立法”是特指在苏区,以中华苏维埃共和国成立为标致,各处革命根据地组建政权、完善政权、行使执政,制定法律、完善法律、行使执法等一系列的国家行为.

The artical studies the soviet spirits in terms of political system. The “government legislation” is an important connotation of soviet spirits.
The structure of this article contains:
A: To Discuss the reasons why the “government legislation” is also one kind of soviet spirits.
B: The Four bases of soviet spirit connotation decided within folk and academic world.
C: The theory of “government legislation” connotation can obtain support from the four bases above mentioned.
D: The “government legislation” is not only one of but also the main important connotation of soviet spirits.
E: Objectively, the soviet spirit of “government legislation” had affected the foundation of P.R. China.
F: To conclude whether the “government legislation” had been merged into full-fledged soviet spirit connotation in terms of the meaning of “spirit”.
Annotation
This “government legislation” in this article specially means a series of national activities of revolutionary bases to establish & perfect regime, to dominate, to make, perfect and execute the law in soviet areas, marked by the foundation of P.R. China.
