随着我国经济和社会转型的发展,物质生活的提高与医疗设施的完善使人口的寿命延长,人口的老龄化问题逐渐的凸显出来.根据世界卫生组织的定义,一个国家或地区人口中 60 岁及以上人口所占比例超过 10%,或 65 岁及以上人口所占的比例超过 7%,该国人口类型即为老年型.社区居家养老是一种以家庭为核心,以社区为依托,以专业化的服务队伍为依靠,为居住在家的老年人提供以生活照料、卫生保健、法律援助、精神慰籍等为主要内容的居家养老的新型模式.
2010年的第六次人口普查抽样调查,同2000年第五次全国人口普查相比,60岁及以上人口的比重上升2.93个百分点,现阶段我国65岁以上的老年人口总数达到118831709人,已经进入老龄化社会.作为我国的人口大省,河南省的人口老龄化趋势也日益严峻,根据第六次人口普查数据：我省常住人口9400多万,居全国第三,60岁及以上人口比例为12.72%,等于不到8个人中就有一位老人.因此研究老龄化背景下的社区居家养老的问题十分必要.
近年来,河南省郑州市主要养老方式是居家养老与社区养老的共进,在取得一定的进展的同时也出现了许多问题.本文从河南省郑州市映月路社区现阶段人口老龄化现状及已存在的问题出发,基于新公共管理理论、社区服务理论、福利多元主义理论,提出进一步完善社区居家养老问题的对策建议.
