①托玛斯·摩尔(1779-1852),爱尔兰诗人,拜伦的好友.本诗是拜伦为最后离开英国而写的,虽然写的时间在一年多以后.
②托姆(Tom)是托玛斯(Thomas)的昵称.
First of all,this is an example of so-called "occasional verse," which means it's poetry written for a specific occasion.(In this case,the poet Byron was taking leave of the poet Tom Moore.He might have been staying at Moore's house or something ...or maybe they just hung out together.Byron is about to be taken by boat to a ship ("a bark") and ship out to sea.
So before he goes,he makes a toast to Tom Moore.("Raise a double health" -- that's making a toast,raising a glass of wine,to someone else's health.)
Then the poem just states a type of happy-go-lucky,devil-may-care philosophy.Byron's heading off into the world.Some people hate him,some will miss him,doesn't bother him.There might be danger (ocean roar,desert),he's confident that he'll make it.
And then it finishes with another pledge of friendship -- if he were about to die of thirst and the well had only a single drop of water,he would toast his friend Tom Moore with it ...as his dying act.
So it's a poem about a poet saying good bye to a friend (another poet),wishing him well,acknowledging the possible danger of going out into the world,and vowing that even in his last breaths,he'll think of his friend.All and all,a cheerful,friendly,adventurous poem.

Poems like this are famous partially because of how Byron died.In this same adventurous way,he went off to fight in the Greek Revolution and died of malaria or something.So there's an unintentional irony here -- probably Byron didn't really think he was heading off to a horrible death.Oops
